I have the honour to request that the advice
of Messrs. Coode, Matthews, Fitzmaurice and Wilson,
Consulting Engineers on the Improvement of the Harbour, may
be obtained with reference to a Scheme of Development of
an extensive area of foreshore to the westward of the Hongkong Electric Light Works.
2.
The enclosed report by the Director of Public
Works dated 13th June, 1922, covering another by Mr. John
Duncan, Executive Engineer in charge of Harbour Works, of
28th March, 1922, together with the 3 plans referred to in the former, sets out in detail the points involved and the
issues leading up thereto; also, the reasons why it is necessary to arrive at a definite decision with respect to this area prior to receiving the comprehensive recommendat- -lons of the Consulting Engineers on the Harbour Development
as a whole.
3. The points on which the recommendations of the Consulting Engineers are required (vide paragraph 9 of the Director of Public Works' report) are as follows:-
(a). Whether the area should be developed otherwise than
as a filled in reclamation of the ordinary type. If the reply is in the affirmative an outline of
their proposals should be forwarded.
